The reply of Sir Michael Hicks-Besoh to this despatch is a very important doca ment, and we publish it in extenso las ano- ther column. The Secretary of State for the Colonies expresses his disapproval of the scheme for sending convicts to scheme for the improvement of prison Labuan, and lays it down that any

discipline in the Colony must proceed on the assumption that Hongkong will have to provide accommodation for the whole of its own criminals. It is also laid down with equal decision that the axist- ing prison must either be enlarged by acquiring and building on addi tional ground in the immediate neigh. bourhood, or the present prison must be abandoned and a wholly new prison erected on a difforèrit site. As to the
