So far as we are aware, Mr Hennessy has not expressed any opinion on the question of public or private floggings, and it is more than probable that the plan of fogging offen- ders in private has been resorted to mainly because His Excellency experi enced some diffidence in sanctioning floggings on the breech in public. What is wanted is that the fact be practically impressed upon the minds of the rascally section of the native population of this Colony that the punishment dealt out to offenders here is not of that mild and tender character that they appear to imagine it to be, and it seems to us the best and most ready way of bringing this fact before them is by carrying out fature sentences of flogging somewhere in the eastern end of the town.
