The other articles of the Treaty have been pretty correctly indicated in Renter's telegrams. Houmanis, Servia, and Montenegro obtain their independ- ence and the two latter increase of territory. Roumania has to give up Besarabia, but receives in exchange the malarious Dobrudscha. The tribute of both Roumania and Servia is to be capitalized at a rate to be arranged by -the Powers with the Porto, and Servia and Montenegro are "to bear of the Turkish public debt proportionate to their new territory." Certain conoce. sions are also to be made to Crete and Greece. Nothing is said in the Treaty, so far as it is published, in regard to the passage of the Bosphorous and Darda nelles, excepting that the treatise of 1856 and 1871 are to be raaintained in all those depositions which are not abrogated `or modified by the present Treaty-which means that the old conditions in regard to the passage of these 'straits are not to be altered. The clauses of the Treaty relating to Asistio Turkey are wanting, but here it is certain the Russians have taken another long step forward, gaining possession, as they do, of the frontier fortresses of Armenia.
