How long are these half-measures to be tried?

THE Courrier de Saigon, of the 15th instant, contains some elaborate tables giving the returns of trade at the newly- opened port of Haiphong for the year 1877. These returns indicate a most satisfactory state of trade at the port during the twelve months. The total value of the trade is estimated at 2,231,749 franos, against 1,232,695, for 1876. It will be thus seen that the trade nearly doubled itself in the course of the year,.a, circumstance resulting no doubt in a great measure from the per mission given to export rice. ports amounted, in value to 1,134,448
