HONGKONG, TUESDAY, JULY 16, 1878.

THERE are several points in the report of the Colonial Surgeon for 1877, which we published on Saturday last, that are well worth a little special consideration. The statistics of the health of the Eury. pean community (permanent residents) for the twelve-months are not very satis=' factory, inasmuch as they show there were "more deaths last year than any of the bine preceding years, though the percentage was not greater than that of the years 1870 and 1871. This increase of mortality Dr Ayres la inclined to ascribe, in a great measure at least, to an unusually small rainfall, and excep tionally great heat. The maximum heat registered was 95.0; against 80,0 in 1876; 91.0 in 1875; 80.0 in 1874; 91.0 in 1878 89.5 in 1872; 89.0 For SWATOW, AMOT & FUOCHOW|1871 and 55.5 in 1870. from such an excellent authority as Dr Ayres that floggings on the breech with a rattan are quite as painful and sevire as those inflicted with a cat on the back, The former floggings are also entirely free from danger. His Excellency the Governor appeared in his despatches to almost entirely base his opposition to the flogging of prisoners in the Gaol upon the opinions of the Colonial Surgeon as to the permanently injurious effects to Orientals of flogging them upon the bick with a ut. As we have before pointed out, no resident can possibly desire that foggings upon the back should continue in the absence of investigations to test the soundness of Dr Ayres' opinions, but if floggings on the breech are quite as painful, and severe, while free from danger, why has flogging been practically abolished here, unless in deference to a rooted objection on the part of His Excellency to the principle of that punishment.
