In another column we print the transla. tion of an interesting proclamation by the Viceroy and Governor of Canton calling upon the local authorities in the province to raise volunteer bands for the preservation of order and the security of property in their respective districts. The province of Kwang-tang has lately been the scene of many disturbances and insurrectionary movements arising not so much from any inherent disloyalty in the people as from insupportable want the keen pangs of hunger, and the vital necesalty for appeasing them, if not by gentle and fair means, then by robbery and violence, even in its worst forms, Accounts of lawless risings of this nature have again and again appeared in the China Mail during the last few months, and only on Saturday we announced the Mo-execution of one of the chief leaders of

SHIPPING REPORTS. The British steamer Rajanathianuhar re porte: Loft Bangkok on the 14th fast., and experienced for the first and middle parts of passage, light S. W. and Southerly winds with fine weather and smooth water. Latter part light Southerly winds with E.N.E. awell. Steamers i port: Elgin and Lorns. On the 14th passed a steamer supposed to be the Penedo, on the 15th B. B. Tintern Abbey, on the 18th 8. 8. Danube, all bound to Bangkok; on the 18th passed a steamer bound South, flying her number, not able to distinguish her fage (rig 8-masted shooper), also a two-masted
steamer bound North.
The German steamer Egeria reports: On 30th May, spoke the Hamburg barque Condor, near Breaker Point, bound West
ward.
The German steamer Bellona reports Left Saigon on the 16th p.m. and had fine weather and light Southerly winds, last night had rain, lightning and thunder.
The German barque Iphigenia reports: First day strong Northerly winds, after wards B. W. winds till China Coast. Then principally light Northerly winds till ar Fival, except one day in Formosa Channel strong N. breeza.
The British steamer Amoy reports: Experienced fine weather and light N.B. winds to Oakaou, from there to port rainy and squally with calm and variable winds,
We have frequently indulged in a well. deserved growl against the Foreign Inspectorate, and probably the desire to aid foreign trade has occasionally been overborne by the necessity of trimming sail for the yet halfballasted Celestial craft
The Woogang Bar has been a hard nat to crack, and seems likely to harden, although the native authorities may put forward as a pretext that the foreigners themselves cannot agree as to the best thing to be done to crack it, But in the lighthones service nothing but praise can be awarded to the Foreign Customs.
That department, with the exception of the Shantung Promontory affair, has steadily progressed to the pro sent advanced state of things; and the lights on the Chinese Ceast will now take rank with any in the world. Under Mr Hart's superintendence, supported by the practical experience of Mr D. M. Henderson, C.E, the last ten years have witnessed an immense change for the better in matters of coast navigation. The list of lights on the Coast which now appears in the Custome Gunsite would do credit to any Government, even had they not been the work of but a few years, One or two lights of the major order only now remain to be placed, and one of these is the long-talked of lighthouse on Breaker Point.
