EUS Company has been formed for the purpose of carrying on the Business of Sugar Refiners under the Weinrich Patent, and also the Business of Sugar Reinors, Manufacturers and Soger Dealers generally at Hongkong and Swetow in Chine
By the Weinrich process the molasses and other impurities are speedily and inexpensively removed, leaving the real duura a fine Sugar fit for domestic use or for exportation to any part of the world. It is highly valued and sought after by Chinese and Japanese merchants. These Sugars are perfectly in odorous, and retain their colour and high saccha rine qualities for any length of time, and they are not liable to absorb moisture.
It is intended that the new Company shall take over the ground and buildings at Hongkong, now occupied by the Oriental Sugar Refinery, with the Plant and Machi- nery theroin. The ground, which has B water frontage of nearly 200 feet, com- prises nearly two acres. The Buildings and Works are quite new and in complete order, capable of refining about 1,000 piculs of raw Sugar daily. It is also intended to take over the ground and premises belong- ing to the Company at Swatow in China, with the valuable Plant and Machinory thereon. The last mentioned ground con- tains about 18 sores, with excellent water frontage, and is otherwise eligibly situated for carrying on the Company's works. The works and buildings are yet unfinish- ed; when completed they will be capable of! refining about 1,500 piculs of Raw Sugar daily They will be finished before the next Sugar season, or about the 31st of December next.

Mr Creagh expresses a fear, based on the reports of native tradera, that piracy o is steadily increasing. This is most astonishing information, One would imagine in these days of steam cruisers, when the efforts of foreign Governments for the suppression of orimes of this nature are supplemented by the large and - vigilant fleet of the Hoppo of Chane ton and his Government, the day of Creagh'a remarks refer principally, we presume, to piracy in Hongkong waters; most people here would hardly have imagined that such a thing existed. We trust that the increase in this class of erime has nothing to do with the aboli tion of flogging and the flourishing reputation for humanity of His Excel lancy.

There seems to have been a decrease in the daily average of prisonera in the Gaol during the year, but, in the face of the other statistics of the report, we can only conclude that this is the result of the large number of prisonern liberated by His Excellency. It will be interesting to ascertain how many have bean liberated by Mr Hennessy during the last twelve months; on the occasion of the explosion on board the Yerso over fifty were, we believe, dis

Tas report of the Acting Captain Su- perintendent of Police for last year is of special interest from the fact that it contains the first statistics of crime in the Colony since the practical abolition of flogging by Mr Hennessy, and the in- auguration of other changes by His Excellency in dealing with our criminal class. Being strong advocates of the punishment of flogging, administered in such a way as to indict no permanent physical injury upon the recipients, we experience a sort of grim satisfaction in observing that the report in question is, so far as the state of crime is concern.
