Efforts have been made to establish Agents for cirquleting the Chinese Mail Inall the porta and in the interior of China, sill the ports in Japan, in Saigon, Singapore, Penang, Calcuits, Batavia, Manila, the Phillippines, Australia, San Francisco, Perú and other places which, Chinese, frequent. When the list of Agencies is completed, It will be published. Agents have been already established in most of the above places, and in important parts more than
one agent has been appointed at each.

[Subjoined we give the postal rates now in force for transmission of corre spondence to all parts of the world. Detailed rules affecting the transmis sion of packets, parcels, do., will be found annexed, together with a number of miscellansone and useful notices.]
Hongkong Rates of Postage,
(Revised July 2nd, 1877,) In the following Statements and Tables the Rates are given in cents, and are, for Lettera, per half ounce, for Books and Patterns, per two ounces.
Newspapers over four ounces in weight are charged as double, treble, &c., as the case may be, but such papers or packets of papers may be sent at Book Rate. Two Newspapers must not be folded together as one, nor must anything whatever be inserted except bona fide Supplements. Printed matter may, however, be enclosed, if the whole be paid at Book Rate. A packet containing two or more news- papers is not chargeable with a higher rate of postage than would be chargeable on book packet of the same weight.

The postage must be propald either by an adhesive stamp, or by the use of a stamped wrapper.
Ne newspaper can now be sent through the post a second time for the original postage. For each transmission a fresh postage is required.
Every newspaper must be posted elther without a cover (in which case it must not be fastened, whether by means of gum, water, sealing wax, postage stamp, or otherwise) or in a cover entirely open at both ends, so as to admit of easy removal for examination. If this rule be infringed the newspaper is treated as a letter,

Article IX of the Postal Treaty of Berne provides that " Neither the sanders nor the addressess of letters and other postal packets shall be called upon to pay, either in the Country of Origin, or in that of Destination, any tax or duty other than the recogniseft rates levied (in the case of paid correspondance) by the despatabing Office. The registration of a packet makes It transmission much more secure, inasmuch as, under ordinary circumstances, a regis• tered packet can be traced through its whole course; and thus the loss of a registered packet is a very rare occurrence. Neverthe less large sums of money or other articles of great value should not be sent through the pest, even if the packet be registered; as the machinery of the Department is not arranged with a low to such transmission.
