It is somewhat singular that while His Excellency has been so ready to accept, and baseimportant changes on, tho opinions of Dr Ayres in regard to flogging on the back, he has utterly ignored, not the mere opinions, but the recom mendations, of the same authority, in regard to flogging on the breech. Dr. Ayres not only expresses his opinion that logging on the breech is perfectly harmless, but believes it is a strong deter rent of crime, and advocates its exten sion to offences of a less serious nature than are now punishable with flogging,

But there are other, objections to the system of long terms of imprisonment, as substitutes for flogging, than their ineffectiveness. We allude to the bur done they impose upon the tax-paysT

Six the victims of these scoundrels. prisoners were sentenced yesterday to terms of imprisonment varying from a year and a half to three years. They will have to be maintained, and guarded in prison during those periods at the cost of the very people on whom they have been proying.

There are thirty-six prisoners to be tried before the Sessions conclude, and it is quite probable their terms of imprisonment will average over two years each. All these men will have to be maintained and guarded dur ing these periods. Thirty-six pensionere. thrown upon the community for two years in one month is no doubt extremE- ly gratifying intelligence to the tax- payers, to say nothing of the trouble and expense of convicting them at the Su preme Court. If we go on pleasantly st the same rate during the ensuing year- which there is no reason to doubt will be the case we shall have succeeded în placing 432 of the most undeserving rascals in South China dependent for maintenance, guardianship, and 600 ou- bic feet of sleeping space each, on the purses of the small tax-paying communi- y of this Colony leaving altogether out of calculation the large number of offend ers committed by the inferior courts, Truly we are doing a fine stroke of bu siness.
