The dealings in this article continue, however, to be subject to much official restriction. The export of treasure was in excess of the import by over two millions of dollars. This is a less excess than that during any of the previous five years, still the fact of the country continuing to be drained of treasure is commented upon in desponding terms by the native papers, notwithstanding that the excess during the five years averaged over six millions of dollars each year. Foreign tonnage shows a decrease of 270,966 tons for the year. The United States tonnage shows a considerable decrease owing to the trans- fer to Japanese flag of the line of steamers running between Yokohama and Shang- bai, Apart from this line, however, American tonnage shows an increase of about 9,000 tons.
