The Philippines. (From the Manila Papers.) The close of the year 1876 has been one of the most unfortunate to the Philippines as regards weather. Besides the destructive storm which visited the islands about the end of November last, another with nearly the same force fell, between 19th and 26th December last, on several provinces, destroy ing hundrede of houses, including, some fine buildings, such as Court Houses, Churches, Schools, &o. The loss is incalculable, and the result was the dearness of articles of food. The schooner Adelaida with general cargo ran on shore in Novatas, but the passengers and crew were all saved.

For the past few days there has been a continual pouring in of countrymen from the surrounding country. The streets in the Concession, as well as those in the native city are crowded with strangers who go about gazing with wonder at all they behold. Their sunburnt faces speak plainly for the fact that they are not townbred. Among the new arrivals are several very remarkable persons. On Friday last a man measuring no less than seven feet four inches in height made his appearance on the Bund. He visited the steamers in port and took great interest in all he saw. He was followed by hundreds of Chinese, and afforded a marvellous contrast, standing as he did head and shoulders above every one. Another specimen of humanity has heon exhibited in the native city for the laut day or two. This is a man who states his age is thirty-two years and that he is a native of Klang.si. He is most particularly deformed, having a very short body; his head being set close upon his shoulders; his arms appear to be of little ase as he cannot raise his hands to his head; and his legs Bre the most marvellous of limbs, being very small and short and having some five joints in them.
For some time past the residents on River Street have been scheming to drain, raise and pare, that street, and at last have begun the work; no that in the course of two months more the native city will boast of having one decent thoroughfare, and the persons who have business at the steamers' landing will find it rather more pleasant walking than has hitherto been enjoyed.

It is the general verdict of that trustworthy and ubiquitous class of the community, known as the Oldest Inhabitants, that there were never so many people in and about Tientsin as at the present time. A few years since, in the days of extensive goods, every unoconpied spot was crowded, and large encampments were formed above high water mark, to wit on the city wall. But the sufferers in that day were not from such remote points as now. The most extravagant estimates of the numbers actually present are formed and airoulated with the greatest freedom, but as nobody knowa on what basis they rest, nobody believes them. Suffice it to say, that every street is jammed, at all hours of the day, and very nearly at all hours of the night. A great number of places for the distribution of rice and millet have been opened, and additions to the number are frequent. No one appears to have any idea how many there are, except the poor people who go mooning about with wooden labels tied around their necks like
