Wa (Singapore Times) learn from the Madras Weekly Mail that the condition of the famine atricken districts is no worse; in fact the Government seem to have been
able to put a check on the further progress of the formidable enemy. Supplies of food are, thanks to the railways, being poured into the affected districts in enormous quantities, and the evil the people have to contend with now is dear food instead of no food at all. With relief works in pro- gress all over the country, where the poor find employment and obtain subals tence, the present position may be main tained, it is hoped, until the crisis is passed. The only element of danger at present is the chance that the supply of drinking water may fall in certain parts, Many of the ordinary sources of supply are already exhausted, but it is hoped that by taking timely precautions in building new wells, and obtaining a plentiful supply of Norton's Tube wells, this danger may be About 160,000 people in the averted. Senor d'Espana, the Spanish Minister, haa broken off diplomatic, relations with the Chinese Government and left the Capital; and the frigate Carmen, whose impending visit we have already announced, is to be accompanied by the entire fast from the Sulu Archipelago, consisting we believe of cause of the fourteen men-of-war, The rupture is understood to be the unsettled claims of the Spanish Government respecting the case of the Sourana, which was wrecked (we believe) in 1864 upon the Formosan coast; but it is whispered that the Cuban difficulty is at the bottom of the affair. We also hear that the Russians have succeeded in opening the navigation of the Chinese part of the Amoor river.
