A good deal of comment has been elicited of late by the fact that the French mail starting from China a week later than the English, overtook the lattor, and was delivered in London the same day. I bear that the reason why the P. & Oare so slow is not that their vessels are not powerful enough to do the journey more speedily but that they fear it they showed all they can do that the Government would shorten the contract time, and they would consequently be more liable to incur penalties that they are at present. Whatever this explanation is worth, I understand upon very good authority that it is the one made. To me it seeme somewhat weak, as assuredly the time must come when our Government will discover what the French steamers can do and will make demands accordingly upon the P. & O. It seems to be very bad policy
