The demand for labour is so great that the Cape Government have passed an Aided Emigration Act, under which they guarantee a sum of £7,000, that is, at the rate of $7 per head for the first thousand Chinese introduced. The sum of 10 will be paid by the parties requiring the emigrants, the estimate for introduction being $17 per head. The list for the first thousand emigrants is nearly filled up at Port Elizabeth alone, while the Government themselves require a great number of labourers for the continuation of their system of railways,

CHINESE PASSENGER SHIPS ORDINANCE.

He reserved to himself, after hearing all that might be said upon the Bill at its second reading, his opinion as to the Bill, and the question of acting for or against it, and, of course, other members would do the same thing. Upon the present occasion there would be no di nasion, as it was the first reading which he now proposed, but he hoped that when the Council again met, and the second reading came on, that honourable members
