A book packet may be posted either without a covor (in which case it must not be fastened, whether by means of gum, wafer, sealing waz, postage stamp, or otherwise), or in a cover entirely open at both ends, so as to admit of the contents being easily withdrawn for examination; otherwise it is treated as a letter. Any publication fulfilling the conditions hereafter named can pass as a newspaper.

The conditions are as follows :—.

1st. The publication must consist wholly or in great part of political or other news, or of artister relating thereto, or to other current topics, with or without advertise- ments.

2nd. It must be published in nombers at intervals of not more than 31 daye, and must be printed on a sheet or sheets un stitched.....

3rd. The full title and date of publication must be printed at the top of the first page, and the whole or part of the title and the date of publication at the top of avory subsequent page; and this regulation applies to Table of Contents and Indices.

A packet containing two or more news papers is not chargeable with a higher rate of postage than would be chargeable on book packet of the same weight.

A newspaper posted unpaid, or a packet of newspapers posted either unpaid or instifficiently paid, is treated as an unpaid or insufficiently paid book packet of the name weight.

The postage must be prepaid either by an adhesive stamp, or by the use of a stamped

wrapper.

The limit of size for a book packet addressed to any place abroad is 24 inches in length and 14 inches in width or depth.

Exceptions. No packet for Algeria, Azores, Cape de Verd Islands, France Madeirs, or Portugal, or for Egypt, Syria or Turkey, when sent by French Packet must be above 18 inches in length, widii, or depth.

mue widely-expressed regret at the dis- continuance of Notes & Queries on China and Japan, has induced the publish ers of this journal to issue a publication similar in object and style, but slightly modified in certain details,

Notes and -THE CHINA REVIEW, OF Queries on the Far East, is issuod. at in. tervals of two months, each number con- taining about 60 octavo pages, occasionally illustrated with lithographs, photographs, woodcuts, &c., should the papers published demand, and the circulation justify, such extra matter.

The subscription is fixed at $8.50 postage pakt, per annum, payable by non-residenta in Hongkong half-yearly in advance.

Notes and Replies are classified toge- ther as "Notes" (head references being given, when furnished, to previous Notes or Queries), as are also those queries which, though asking for information, furnish new or unpublished details concerning the mat- ter in hand. It is desirable to make the Queries proper as brief and as much to the point as possible.

is the title of a publication, the first number of which has lately reached us from Hong. kong, where it has been set on foot as in Home respecta a continuation of Notes and Queries on China and Japan, the extinction of which useful serial a year or two ago has been much regretted in Europe as well as in China. Thepresent publication, judging by the number now before us, is intended to Occupy & position, as regards China and the neighbouring countries, somewhat similar to that which has been filled in India by the Valcutta Review. The great degree of at- tention that has been bestowed of late year upon the investigation of Chinese literature, antiquities, and social developments, to say nothing of linguistic studies, has led to the sogumulation of important stores of inform ation, rendering some such channel of pub- licity as is now provided extremely desir able; and contributions of much interest may fairly be looked for from the mezbors of the foreign consular services, the Chinese Customs corps, and the missionary body, among whom a high degree of Ühinese scholarship is now assiduously cultivated, and who are severally represented in the first number of the Review by papers highly creditable to their respective authors, In a paper on Dr. Legge's She King, by the Rev. E. J. Eitel, to which the place of honour is deservedly given, an excellent summary is presented of the chronologial problems and arguments involved in con- nexion with this important work, Some translations from Chinese novels and plays Egeria aro marked by both accuracy and freshness Flamer of style; and an account of the career of Frolic the Chinese poet-statesman of the eleventh Lily century, Sa Tang-p'o, by 'Mr. E. C. Bowia, Ling Fing is not only historically valuable, but is also Mosquito distinguished by its literary grace. Beside notices of new books relating to China and Thistle the East, which will be a useful feature of Victor Emanuel the Review, if carried out with punctuality Vigilant and detail,, we are glad to notice that Vaadnick "Notes" and "Queries" are destined to And a place in its pages also.. It is to be hoped that this opening for contributions on Chinese subjects may evoke a similar depres of literary zeal to that which was displayed during the lifetime of its prede- cessor in the field, and that the China Reviso may receive the support necessary to insure ita continuance. The publication is intend- ed to appear avery two months, and will form a substantial outavo magazine,
