THE CHINA MAIL.
RONGKONG THURSDAY, OCT. 25, 1862.
NO AUDIENCE WHETHER the report we yesterday copied be true or not, it is quite certain that the Chinose Government is determined to reaist to the uttermost any attempt to enforce reciprocity as to the reception by their Emperor of foreign officials. When we stated that they had refused to receive the Duke of Edinburgh in his capacity of son of the Queen of Great Britain, our information was questioned. and, especially at home, received almost with ridicule. The event has, however,
proved its correctness, and unless we are greatly mistaken their refusal will create
little impression at home. Upon the back of this fact. comes the rumour tast they have rejected the reasonable propos sal that receptions should be accorded to Her Majesty's Minister Plenipotentiary and Envoy Extraordinary & rumour s probable that it is received without" the slightest incredulity, although it may turn out to be unfounded,
It is almost impossible that such fatuona conduct as this on the part of the Chinese Government, can fail to have some effect upon the Foreign Office. The most stolid Searetary of State must be moved upon consideration of the fact that while Mr Burlingame and hi "Associated Envoys," "Couriers," "High Officials," or whatever they are havé been received in person by Her Majesty, the Envoy of Great Britain, representing a power is superior to China as the latter is to the hordes Mongollan, is point blank refused admittance to the presence of the Emperor. Personally the child-King is of course irresponsible. But this only strengthens the case against Prince Kung Wan Siang and the Foreign Board. If they once said it must be it would be so, and all further opposition would cease. It may be urged that while the Emperor is an infant it matters little. But this style of reasoning is futile. In a country like China, show the familiar pidgin- English Lookseis everything. The trains of Viceroys and Govermore with on their boy lictors and executioners, their Fernery and squalid raggedness, will imme
