for good of the non-official members, it is well to remind the Colonisty that they

* have simply themselves to thank for the present constitution of the local govern, ment. Writers and speakers are too apt to assume that in their (often well- founded) protests, they are dealing with & disability which but requires the exer cise of independent feeling on the part of non-official members to be removed. They overlook the fact that the Colony is at this precise moment in exactly the con dition of a man of war-possessing it may be, officers of various grades of use- fulness or ability, but so constituted pat they must all be subject to a teniporarily irresponsible head. No amount of independent speech on the part of non- official members, no growling from irate colonists, will in the least affect the policy of a Governor so long as his power is constituted on its present basia `And those who ask that the number of non- official members be inaressed so as to permait of their outvoting the official members are in effect simply asking for an antire change in the system of Govern ing the Colony, Once make the Gover nor's policy dependent upon the votes of the Council and the power with which he is invested is gone. The only point upon which much can that case, bessid, is the deference which should be paid to the opinions of non- official members of the Council Their very weakness as effectual opponents of obuoxious measures should ensure for them an extra amount of attention. Courtesy should disguise as fat sa po sible the determination to act contrary to their wishes. Of bourse that would leave the Council where it is a simple nonentity. But matters would go more pleasantly, and the Governor's opponents would have the satisfaction of knowing that their representatives bad had a full hearing and their speeches would be duly reported for perusal at home. Put it how we will, our Government here must be either after this fashion or representative. It will never become the latter intil Hongkong is able to manifest a public interest in official matters,
