It does not urge any gross cruelty, any violent in- fringement of personal rights, but rather bases its arguments upon the depressing nature of the conditions under which the Chinaman laboura It asserts that, although the engagement lasts for eight years at most, and that at the end of that period the "immigrant" is free to work where and for whom he likes, this return to absolute freedom of self-disposal is rathor a curse than a blessing and for the following reasons. In countries where slavery is an acknowledged institution the master for his own interest bestows s vertain amount of care upon his slave- just as a horse-is cared for-berangs by that means alone can he hope to obtain the greatest amount of labour from his hu man chattel.
