Ir is extremely difficult to arrive at the true facts of a case, when two sections of the press, each presumably houest in their convictions, and having no apparent.· interest in putting forth misstatements, give diametrically: opposite accounts. Such is the difficulty under which the public labour with regard to Mr Ross Browne's recall. We have, on the one hand, the strongest possible assiTARGES from the New York papers that Mr Browne had incurred no official displea... sure. One paragraph professed to give President Grant's remarks verbatim, “I have not," he is reported to have said in one version, "any political reasons for recalling Mr Browne; but he is not of my nomination, and I prefer that our Minis ter in China should be nominated by myself." Such, or words to that effect, are given as the reasons which influencə A man who is above the suspicion of falsehood or equivocation, while the journals which support him are omphatic in their corroboration of the fact that he actually said the words attributed to Lim, On the other hand, we have the journals at Shanghai and many in the States, backed, it must be remembered, by the opinion of most American realilents in- China, declaring that. Such a result, though not probable, is possible, and in that event Mr Browne's attitude will have borne good fruits. It is impossible to say what would be the result in England and France were such a change to take place in the opinions of the American Cabinet.

But it may safely he said that they would be placed in a disagreeable posi tion, as their "peace policy" would at. any moment be liable to stultification by the Naval forces of the very power which se warmly welcomed Mr Barlingame on his first visit. One comfort is that a year or two will definitely clear up the question.
