A simple disinclination to take the neces ury tronble at bome seems to have been the cause of this confusion. Had the scceptance of our Statute law, except those acts so obviously inapplicable that the vortest legal tyro could have detected them at a glance-such, as those arising out of the divisions of counties, the election of Members of Parliament, the regulation of Municipalities, &a-bean compulsory with the special powers con-- ferred upon the local Government to abrogate or add to them by special Ordi- nauce when necessity arose, matters would have been much clearer.

It is not, however, so much with the long, as with the recent, past that we are chiefly concerned.
