THE CHINA MAIL.

HONGKONG, TUESDAY, MAT 4, 1869.

THE POSITION. WHEN the future "historian of our times" in China shall record the doings of the three years 1867-68-69 be will be considerably puzzled at the kalai- descope-like character of the records, even if enabled in the light of accomplished events to tance the steady progress of sonie ons particular course of policy. Writing at the time we confess to the puzzle without being able to more than guess the probable results. The tangled ski of China politics has so many ends that it is difficult to know which to take

as the leading indication of forthcoming events. Starting from Poking we see s quasidiberal native cabinet under the influence of an astute Irishman, backed by a British Minister who was supposed to have placed himself entirely uudse his influence, sending out an ex-American, Minister as its Representative to the counties of the West. Great- are the rejoicings in the United States at the choice thus niade. Specchos overflowing with bunka and intentional or univ

his birth.-Meantime the published offi- cial documents of the Chinese Govern ment place the position of the Envoy below that of his so-called subordinales It is stated on the best authority that the Court of Paris will be closed to the Mission. The English papers write is cautions bat condeninatory terms of its objects Yet another mail or two and news cones that the Envoy has left for Great Britain. Scarcely has he left the Pacific States than a violent and rowdy persecution against the Chinese immi-, grants is inaugurated, while more recently' & bill introduced into Congress expressly deuies to the Chinese those rights of untualization about which so much fuss had been made ns to "reciprocity "cu the part of China Scarcely has the mission reached Englanti than a series of outrages in China call for the prompt interference of British force; these outrages as it turns out being tacitly connived at, if not instigsted, by the Chinese Government. The English press changes it tone and Mr Burlingame'e mission is exalted to the skies. Lord Clarendon makes promises which thresten, For Nagasaki and Yokohama.-Per Fif fulfilled, to entirely overthrow our siyama, on Saturday, the 8th instant, at policy in China. Yet another change

and "Reservation Clause" plaćen the i question on its old footing. Paris mean while receives, and its authorities delight. to honor, the Envoy and his attendanta The latest see-saw is completed by the news just to hand that for an insult offered to the French Chargé d'Affaires by the Cabinet so exceedingly destross of entering the "comity of civilized ne tions," all the foreign Ministers bad- struck their dags until ample apology be conceded.
