It shall be allowable for each Licensed Pilot to take an apprentios, for whom he shall be responsible; on the application of Pilots, the Harbour Master will supply Ap prentices with special certificates.

2. When the circumstances of the Port appear to donand it, the Harbour Master may authorize apprentices to act tempora- rily and within certain limits, as Pilots; provided they have received certificates of competency from the Board of Appoint ment.

POLICE SUGGESTIONS.

MR. DEANE'S report upon the working of the police force during 1868, (published in Saturday's Gucernment Gazette), con- tains some interesting particulars. The decrease of serious offences owing, as the Superintendent believes, to the infliction of the punishment of flogging upon cris minals convicted of violent crimes, is a uost satisfactory feature, the retures showing a decrease of 13.8 per cent. in serious, and 2.9 per cent, in minor crimes

or a general average of 3.5 per cent. de Crease compared with 1867. Into the

particulars given of various offences it is nct however our purpose to enter: We taen rather to his suggestions as to increasing the efficiency of the police force under his command by means of improved meatus of communication. between the Central and Out-stations--a watter to which we have ourselves drawn attention. We are glad to see that Mr Deave more than endorses the views we have expressed as to the necessity of some instantaneous means of signalling from one station to another, and the outrage
