Seeing that no amicable arrangement be arrived at, the undersigned, in conjunc tion with the Consul for the United Status requested the Chinese authorities to notify to the Teamen, brokers, and others, that the utmost rigour of the law would be on- forced in all cases of fraudulent practices, and he hopes that tlie Proclamation, which has been issued accordingly, a copy of translation of which is unexed, will have the effect intended, by showing to parties against whom it is dirested that they will not escape with impunity from the conse quences of their misdeeds.
