Representations having been made to the uindersigned with reference to the difficul ties experienced in obtaining the das ful IS-filment of contracts through the failure of the Teamen and Brokers to supply Teas in balk according to the master upon which they were purchased, he brought the rost ter, in conjunction with the Count for the United States, before the Chinese anthori ties, with a view to devising some mode by which the evil complained of might be res tified. It is obvious that the remedy lay a great extent in the hands of the pure chasers themselves, by the refusal of the Toas if they were inferior to the samples; but difficulties interpose in following this course, such as Tonnage having been en- enged, advices having goue forward, and. others unnecessary to mention. Moreover, as the rejection of a chop was little likely to cause loss or damage to the Teamaan o ing to market flucinations, no mwilling- ness was felt en bis part to such a result; in fact, it was an encouragement to fraudu lent practives. Tho undersigned was there. fore of opinion that compalling the full- ment

of contracts or enforcing what fe termed an equitable cut" for inferior quality, were necessary measures, if trade was to be conducted on anything like sound basis; he therefore directed his at- tention to devising & mode of arbitration or proceeding by means of which the expenses and delay of a Chinese court of law might be avoided. It is not worth while to detail the particulars of the proposition he maile, as, after long negociations, it was rejected proposition that if Tea when delivered was by the Tea guild, who met it by a emater not equal to wuster, it should be rejected, Seoing that no amicable arrangement could be arrived at, the undersigned, in conjubo tion with the Consul for the United States, requested the Chiness authorities to rotify to the Teamen, brokers, and others, that the utmost rigour of the law would be en- forced in all cases of fraudulent practices, and he hopes that the Proclamation which has been issued accordingly, a copy of translation of which is annexed, will have the effect intended, by abewing the parties against whom it is directed that they wil not escape with impunity from the conse quences of their misdeeds.
