BRITISH CONSULATE, CANTON, February 26, 1889. Representations having been made to the -nindersigned with reference, to the difficul

ties experienced in obtaining the due ful- Elment, of contracts, throngh, tire, failure of the Teamen and Brokers to supply Tea in bulk according to the muster upon which they were purchased, he brought the mat ter, in conjunction with the Consul for the United states, before the Chinese flori hes, with a view to devising some mode by which the evil complained of fight be IPC- tifiod. It is obvious that the remedy lay tais great extent in the hands of the pur- chasers themselves, by the refusal of the Teas if they were inferior to the samples; thut difficulties interpose in following this course, such as Tourage baving been en- agaged, advices having gone forward, and others unnecessary to mention.
