undoubtedly much truth; but it may be remarked that as regards the alleged exclusiveness it is rather a consequence than a cause of the non-cuergotic course pursued by the present members. Some time since a general invitation was sent round inviting those who were not niem bers to become so. But in view of the "silent system" which had become its chief characteristic, a very large number of men well qualified to take part in its deliberations held aloof, with the rework that it was throwing money away to pay the subscription when no possible good was likely to result to themselves or to trade generally. All that is needed to place the Chamber upon "a broader basis" is the manifestation of more energy on the part of the present Let it be once seen that menibers the opinion of the Chamber has mark- ed influence in allicial quarters and an accession of members will readily en- sue. While it may well be that there ars amongst the younger portion of the community men of sound ability whose opinions upon current events would be valuable, we should by no means advocats

an unrestricted invitation to all junior clerks to enrol themselves on the list of members. No doubt Tri-pan-ism" is at times unintelligent, and the employed may in many cases exceed the employer in intellect. But as a general rule the opinions of the heads of the houses give a fair representation of public opinion, though the rule restricting membership to them alone might we doubt bot be advantageously relaxed in specist and individual cases,
