1.Bye Lawa and Rules necessary for the bottor ordering of Pilotage matters at the Ports are to be drawn up by the Har- bour Masters in consultation with the Consula, and Chambers of Commerce, with the number of Pilots, Tariff of Charges, the number of as the same way, to fix

L-The Whampoa anchorage is included between a straight line drawn from the VI. point of No. 8 Flat laland to a mound on the eastern end of Louisa Island, for the Eastern or lower limit; and a line draw from Gally Point on the south side of American Reach to a creek on the north aide, and from Sulphur Point & line ENË, to the north bank of the main river, for the Western or upper limit.
2.--The General anoborage shall be in- oluded between the Customs Hulk and the Eastern or lower limit; the space between the Customs Hulk and the apper limit shall only be used by men of war, steamers or other versle laying up or intending to dock, and vessels discharging Timber.
