HONGKONG, WEDNESDAY, FEB, 3, 1869.
A RUMOUR is in circulation amongst the Chiness of the Colony that H. M. Cors sulate at Focchow has been attacked and looted, and that the Janus bas in conse quence seized the local magistrate and holds him as a hostage for satisfaction. We give the report for what it may be worth, but it is very certain that the native classes in the South are convinced
that a rupture almost as serious as that
at Swatow has taken place at Fonchow.
THE BISHOP'S CHARGE. Tax Charge of the Lord Bishop of Vig tolia, yesterday delivered at St. John's Cathedral, is of so exhaustive a nature that it is impossible to do more than allude to most of the many details with which it abounds. When we say that it

posted in Krypt addressed to Hongkong of octaro size, and that three hours were any of the Ports in China and Japan, and occupied in its delivery, our readers will conveyed in the Mails by British Packet, ia

toucked on, each in itself sufficient as the theme of an ordinary article or sermon, Commencing by. a statement of the nature and extent of the Episcopal juris- diction committed by the Sovereign in Her Royal Letters Patcut to the Bishop of this sea, in which statement the actual jurisdiction of His Lordship is defined as territorial in Hongkong and its depend- encies and personal in China," Bishop Al- ford clearly lays down his own opinions regarding the authority vested in him. He then passes to a long and carefully
China from 1837 to 1868, and concludes compiled Review of the Mission field in
that portion of the subject by a referenco to Japan, in which some interesting information regarding native religious custores is embodied. It is, however, not with these portions of the "Charge" that we are peculiarly interested. Bishop Alford has afforded us matter for reflec tion and comnient in the section devoted more peculiarly to Hongkong, and tojit wo naturally turn with extreme interest. For the first time within the memory of a majority of the residents in this Colony Is a dignitary of the Church wielded the pen and tongue of a Censor as to the Government and condition of Hong- kong. His first remarks are naturally devoted to the provision made for the spiritual wants of the Colony of the raval and military forces, and of the large number of merchant seamen fre- quenting this port. His sketch of the duties of a Colonial Chaplain is calculated to somewhat upset the popular idea, that such an official has a remarkably "easy billet." Thusho is stated to be responsible for one or more Sunday Services at the
Marriages, Baptisms and Funerals; the Cathedral, and for a Sunday Service at the Sailors' Home; the performance of visitation of the Gaol prisoners (English) and performance of a weekly service } for the same at the Civil Hospital; the visitation of the nick' amongst the resi dents of the Colony; the spiritual care of the Seamen's Hospital and that of the crows of merchant vessels in harbour's This is surely enough to more than oc mupy any conscientious nian, and we agree with the Bishop's opinion that anch is the case. He points out that the assistance rendered him is voluntary, and suggests that a stipend for the Deacon should be raised in the Colony. Many 20.000 of the remarks as to clerical matters
