As it now stands, any. man who wishes to build upon a anitable locality and is prepared to carry out all requirements may be prohibited by the simple "je, ne le veux pas" of the Gov. ernor or Surveyor General. It is right that a power should exist of probibiting the erection of buildings contrary to law, but none should exist when the law is duly complied with. The powers of a Surveyor Gensial should be precisely those of a magistrate,-in ore sense-to ensure punishment to the law breaker but shoulil give no right of interference- when the law is complied with. It was probably intended that permission should be held as certain if the specifications were correct. But the wording of the clause simply provides that permission slmll be obtained" previous to build. ing without reference to details-so that if the Surveyor had quarrelled with a nan, he could refuse permission to build with no reason assigned.
