THE POLICE

IT seems to be accepted as a tolerably settled arrangement that the sum which had accumulated in the Colonial Treasury from the proceeds of the first year's gambling licenses is to be applied to the renovation, or reorganization, of our police force. Unfortunately for the public, measures of this nature are conducted. with such secrecy that until all arrange ments are completed, none except the inmates of the Colonial public offices are likely to hear anything of the matter. The entire Colony may be startled some fine morning by truding Sikhs clothed in peagreen unmentionables and yellow Eurbans, or by the appointment of ene petent officers, or by any other freak of the executive power, without knowing beforehand what is to occur. Sharing

with the public the ignorance which

prevails as to the maimer in which the proceeds of fan-tan are to be applied to putting jantan down (excepting the eres - tion of a few new police stations), we may legitimately consider what the Colony Wally wants in the way of police reforma tion. The public are by

no menus bick ward in expressing their opinions in the most stnightforward terms; and if the au thorities are in any doubt as to the preciso direction of those opinions, we are happy to be the medium of stating then in the 1oost explicit laagunge at our command.

What the public of the Colony do not want is, a police force which combines a

28 pkgs and 187 pela, Sapan Wood. large proportion of misdirented Europeau energy with Asiatic stupidity. The British portion of the force, though natu rally superior to their dark skinned com- panions, consist in large part of a class of men who would not obtain admittance into a police force at home. Time after time have offences been proved against individuals which have necessitated their dismissal, and clearly demonstrated the excessive need of getting a higher class of men to deal with a race so given to bribery and corruption as the Chinese. Tu manner they are, as a rule, insolent to the unknown stranger, and even in the presence of Magistrates and Judges com port themselves with a swaggering a samption of position which reflects extare discredit on their discipline. More than that, there exist at this ment nuisances of varions kinds at which the general public openly assert they wink i consideration of bribes received At the recent fires their conduct 88.6 body was disgraceful, while by no chance is one ever to be found when wanted, They possess (except hi a few rat

ANOTHER HORRIBLE I OF THE MACAO SI

TRADE.

A HORRIBLE story reaches us f and one which, if tane, as we thau reason to believe it is, a another illustration of th traffic which we havu so often- The following is the story toid On the 23rd of July las called the Providensa Ïelt 1 Callao, having on board, 366 the class called "cmigrants." tain took with him his wife -childron, and the vessel was

an European crew. Since her nothing had been heard of eit cargo or crew.

A few days since, however, ed vessol appeared off the por date. On being boarded she we have on board 42 coolies (eac possessed, singularly enough,. tion certificate for the Ita Providenza), who told u which at once excited suspici said that the vessel was a which left Macao sia month Peru; that niceting with ba the captain and European crew to the boats and abandone] But they could not account in ing 338 coolies, and, more thi vassel had been stripped of all articles which would naturally on board except a compass an glass: This alono was suspi theso auspicious wore increased a certainty on discovering that carpet had been copiously b with blood, which shewed yet m an the deck beneath, and thet bead and cornicea also-bore ovi tragedy having been enacted. contents of the hold were sof boxes, some hoop iron, and so but strangely enough the se bore the name of Betha. Th however to be no doubt that which his thus cariously ter really the Providenza. In tha question naturally arises what h of the captain, his wife, chi erew, and where are the coolies?

The Japanese Government, v communicated these facts to t Consuls, and at their request to diate possession of the vessel ar placing the latter in rigoren ment until communication ali been bad with Macao, and the f tained as to the departure Providenze, from that port.

of course accurately predict the tare of the facta which will do elicited before we receive the from Japan. But it is very evi either the coolies have murdere tain, bis family and crew and their missing companions, er the coolies surviving have been in abandoned to their fate when s ger menaced the vessel. ter supposition the blood staine be explained by a clan tight an coolies after being landoned. Again bow account for the rend articles of European janufactu ple who desert a ship in & gab don't carry away their furniture ever may be the solution of t rantly mysterious tragedy, ther a planation we can think of w not involve either the coolies ropean crew in the vilest of cru whoever may be to blame Lite cause will yet remain to be fou slave trade of Algeso
