6. Manufactured tobacco including cigars and cigarettes may be exported ou drawback by parcel post direct from the tobacco manufacturer's premises under these! regulations provided that the gross weight of each parcel does not exceed that allowed by the Post Office regulations and that an approved printed label bearing the words Exported on Drawback" is affixed to the front of eucli parcel, close to the address. The external wrapper of each parcel shall be sealed by the Revenue Officer with al revenue seal. The permit shall be submitted to the Post Office together with the parcel and shall be returned duly signed by an officer of the Post Office to the effect that the parcel has been duly posted with the revenue seal intact.

7. No drawbuck shall be allowed on any tobacco which shall not have beeni wholly manufactured from tobacco on which it has been shewn to the satisfaction of the Superintentent that the fall duty shall have been paid, nor on any tobacco which shall be mixed with any dirt or rubbish, or which shall be made or manufactured with or to which shall be added any other ingredients, matter, or thing not necessary or usual in the manufacturing of tobacco.
No drawback shall be payable unless the claim is made within three working days of the date mentioned in the export permit us the day of shipment or when the slip left the port.
8. No drawback shall be allowed on any tobacco which shall not have been wholly' manufactured within the licensed premises of the person submitting the tobacco für, exportation or shipment.

9. No drawback shall be allowed, unless with the special permission of the Super- intendent, on any tobacco except in accordance with a certificate of a Government Chemist or Government Chemist (Monopoly) or Assistant Government Chemist or Assistant Government Chemist (Monopoly) which certificate shall be final and conclu- sive evidence of the facts stated therein to have been obtained from the examination. of such tobacco or a sample or samples thereof.
The inspecting Revenue Officer shall be entitled to draw such samples free of charge for submission to the Chernist.
LIGHT DUES.
1. All ships, other than river, steamers, which enter the waters of the Colony, except British and foreign ships of war and all vessels of less than 20 tous, shall pay the following duos, viz:-
Two and four-tenths cents per ton.
2. Such dues shall be paid at the Harbour Master's Office at the time of entry.

Ordinance 39 of 1931, Government Notifica- tions No. 166 of 1933, No. 274 of 1934, and No. 489 of 1936.
All river steamers which enter the waters of the Colony by day or by night | Section 32 of Orlimonce shall pay nine-tenths of a cent per ton.
4. Upon the ascertainment of the amount in dollars and decimals thereof, of any such dues the dollars and decimals of the amount so ascertained shall be deemed to be conventional dollars reckoned as the equivalent of one shilling and oight punce sterling ;' and consequently to arrive at the actual amount payable in Hong Kong currency the con- ventional dollar shall be multiplied by 20 and divided by a figure settled by the Accountant-General from time to time representing the average opening selling rates for the previous mouth of the Hongkong and Shanghai Banking Corporation for demands J on London.
