(b) Newspapers published in Hong Kong and posted singly to Great Britain, Irish Free State, British Possessions and Protectorates, China and Macao are accepted at the special rate of 2 cents per 4 oz. or fraction thereof.

(c) Circulars, Dividend Warrants, Invitations, Cards, Patterns, Bills, Almanacs, &c., when intended for addressees in Hong Kong or Wei Hai Wei at which a British Postal Agency is established and when posted in batches of not less than ten of uniform size and weight are accepted at the special rate of 1 cent for each 2 oz. or fraction thereof. Such circulars should be delivered to an officer of the Post Office.
