(b) The above scale is for twelve months. For six months six twelfths of the fee will be charged, for nine mouths nine-twelfths, and so on, at the rate of one-twelfth for each month; but no fee is to be less in amonot than three-twelfths.
In all cases of new steam-ships, or of steam-ships coming under survey for a Passenger Certifiente for the first time, a full twelve months' fee must be paid, notwithstanding that a Certificate for twelve mouths may not be requirel, and in no case of an incomplete declaration will less than three-twelfths be charged.
(e) The fee paid in accordance with the foregoing scale covers any number of visits that a Surveyor may require to make before he is able to grant his declaration, as well as the inspection of tue lights and fog signals and of the murking of the vessel, which inspection must be made by the Surveyor before he can grant his declaration. The fee does not, however, apply to or include any inspection of lights, fog siguals, or marking, male subsequently to the granting of the declaration.
(d) The above fee does not cover any service under the Chinese Passengers' Act, 1855, or the Asiatic Emigration Ordinance. 1915, or measurement for tonnage.
(2.)—(a) Survey of Ships under the Chinese Passengers' Act, 1855, or the Asiatic Emigration Ordinance, 1915.

(3) A special survey is to be deemed to be a survey requiring more than two visits by a Government Surveyor or Surveyors, or a survey in cases in which from nge or any other circumstances there are reasonable grounds for doubting the sen- worthiness of the vessel. Where the case requires unusual attention and occupies an unusual amount of the Surveyor's time, the higher fee of $60 and upwards will be charged, according to the special circumstances of the ease and the number of visits made.
(c) Where a declaration has been granted for a Steamship under Section 10 (8) of the Merchant Shipping Ordinance 1899, the survey under the Chinese Passengers' Act 1855 or the Asiatic Emigration Ordinance 1915 will be made on payment of half the usual fee mentioned above, The fee paid in accordance with the above scule covers the inspection of the lights and fog signals, and of the marking of the vessel, made at the time of survey under the Chinesa Passengers Act 1853 or the Asiatic Emigration Ordinance. 1915, It doos not, however, apply to, or include, any inspection of lights, fog signals, or niurking, made subsoquently tó such survoy,
(d) The fee for survey nuder the ssid Act or Ordinance does not cover any survey of a Steamship for a Passenger Certificate under this Ordinanco, or measure- ment for tounge, or inspection of crew spaceN,
(e) Travelling oxponses (if any) and subsistence exponses (if any) due according to the scale authorised by the Governor, will be charged in addition to the toes.
