(c) Circulars, Dividend Warrants, Invitatious, Cards, Patterns, Bills, Almaunes, &c., when intended for addressees in Hongkong or Wei Hai Wei at which a British Postal Agency is established only, and when postal in batches of not less than ten of uniform size and weight (such weight put to exceed 2 ounces) are accepteil at the special rate of 1 neut cach, Such circulars should be delivered to an officer of the Post Office,
