Justice, as distinguished from imprisonment for safe custody, &c,

The Victoria Gush is nearly on the separate system. The Branch Prison at Lai Chi Kok is not on the separate system.

Victoria Gaul :—All cell duors are provides with inspection holes through which the prisoners ran be seen by the officers patrolling the wards. While at labour or exercise the prisoners ure at all times ander the immoediate supervision of Principal Warders, Warders, and Assistant Warders. At Lai Chi Kok Brunel Prison, officers patrol behind grilles at night,
