The above scale is for twelve months. For six months six-twelfths of the foo will be charged, for nine months nine-twelfths, und so nu, at the rite of one-twelfth for each mouth; but no fe is to be less in amount thau thưree-twelfths. In all cases of new stemu-ships, or of steam-ships songing under survey for a Passenger Certificato for the first time, a full twelve months' fer maat by pail, notwithstanding that a Certificate for twelve months may not be required, and in no cusu of an incomplets duclaration will fess then three-twelfthalie charged.
