The above sale is for twelve months. For six months six-twelfths of the foe will be charged, for nine mouths uine-twelfths, and so on, at the rate of one-twelfth for each mouth; but no fee is to be less in amount than three-twelfths.

In all cases of new steam-ships, or of steam-slips coming under survey for a Passenger Certificate for the first time, a full twelve months' fee must be paid, notwithstanding that a Certificate for twelvo mouths may not be required, and in no caso of an incomplete declaration will less than three-twelfths be charged.
