The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed for the year 1899....

The Governor appoints to the office of Watchinen such fit persons as he may consider to be sufficiently recommended by the inhabitants of any -District, under the provisions of Ordinance 13 of 1888.
