The above seale is for twelve months, For six months six-twelfths of the fee will be chargesl, for nine months nine-twelfths, and so on, at the rate of one-twelfth for each month; but no fee is to be less in amount thun three-twelfths. In all ens of new steam-ships, or of steam-ships coming under survey for a Passenger Certifiente for the first time, u full twelve anontier fee must be paid, notwithstanding that a Certificate for twelve month may not be required, and in no case of an incomplete declaration will less than three-twelfths be charged.
