The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed $7,350.13 for the year 1889, and received from the Government a Grant-in-Aid of $2,000.00.
The Governor appoints to the Office of Watchmen such fit persons whom he may consider to be sufficiently recommended by the Inhabitants of any District, under the Provisions of Ordinance 13 of 1888.
