The Chinese inhabitants contribute, by a voluntary assessment among themselves, to the pay of District Watchmen. They contributed for the year 1886 $2,863.32, and received from the Government a Grant-in-Aid of $2,000.00.
The Governor appoints to the Office of Watchmen such fit persons as he may consider sufficiently recommended by the Inhabitants of any District, under the Provisions of Ordinance 7 of 1866.
A Loan of £200,000 has been sanctioned, and about one-third of the amount will have been borrowed by the end of 1886.
