This Excellency Sir Richard Graves Mac Donnell, lined when it has been largely resorted to, and will, if continued, render remote indeed the probability of the Gaol at Stone Culters' Island being again occupied for the purpose for which it was built.

Note 2. Ensigration. The increased facilities for Emmigration lately opened in this Colony (the arrangerments for which under the strict surveillance of the Emigration office
Registrar General, have worked admirably) are likely also to lead in succeeding years, decrease in the number of Prisoners Committed to Gaol, by affording a much wanted outlet for the destitute and exgrans portion of the Native population of this Island, and still more so
for that of the City of Carlow and the neighboring Province. It has been good authority that nearly 5000 more Chinese_ emigrated from Honghong in: 1868 than in 1867, whilst compared with 1868 will doubtless shew a considerable

Note 3. Mosdical Inspections. The Colmial Surgeon who is
justice of the Peace, devotes each Sunday a lengthened' Attendance to the Garl for a Medical Inspection of the Prisoners, when they are all fased separately in review before him and allowed to stato any
complaints they may wish to make.
Note 4.
Introduction of Cranks and shot Drill to the Garl. These have proved a valuable means of Keeping up Discipline without resorting to more severe methods of Coercion. It is to be hoped, when then introduction to the Isool becomes more generally known, that a decrease will be perceptible in the humbers of "refusal of duty" men & of these committed to Gaol under the ordinance for the suppression of vagrancy These two modes of perishment employed in the cases
of heach of prison discipline, of second convictions, and of men Corning under the denomination of rognes and vagabonds.
