The verandah sheds, the Leblons wards, and the verandahs and wards are finished, afford great protection from the heat and are not within the Criminal Gaol, but are situated over the Prison Office, and are in fact very comfortable and airy. The Debtors have made no complaints.
The allowance of food for the prisoners is regulated by the Governor in Council with the advice of the Colonial Surgeon. A European Officer is on duty in the Gaol daily to superintend the weighing and due necessary details of distribution. Each prisoner has his allowance of food separate.
Tenders for the supply of provisions and other articles are invited by advertisements in the local newspapers, and, after due notice, are opened in the Colonial Secretary's office. The daily routine of the Gaol throughout the year is generally as follows: At 6 A.M. the cells are unlocked and the prisoners are committed unto their different yards.
One hour and a half is usually taken up with washing, breakfast, and preparing the working parties for outside work. At 7:30 A.M. the prisoners go to work. At 12 Noon those working inside receive dinner, and are allowed to walk in the yard until 1 P.M. when they recommence work, which continues till 4 P.M., at which hour supper is served; after which they are again locked up for the night. The working parties outside take their dinners on the work and return to Gaol in time for supper at 4 o'clock.
During the night the officers of the Establishment are divided into reliefs and each performs 24½ hours night duty in the Gaol. I am happy to state that the general conduct of the prisoners has been good, and no difficulty has been experienced in maintaining the usual discipline. Insane prisoners are invariably separated from each other and kept apart from the same prisoners.
