The discipline of this prison has been carried on during the past year in accordance with the rules of the Service. The prisoners have been treated with proper consideration and humanity, at the same time a strict conformity with the prison rules has been enforced.
Gaol Staff
The general conduct of the Gaol Staff was very indifferent. One discharged for unfitness, and two were dismissed for drunkenness. One dismissed for misconduct.
The total number of prisoners confined in this Gaol during the year 1865 was 341, of this number 125 were reported and committed in the aggregate 391 offences, and 226 men were not reported. The reports ... although numerous were mostly of a trifling nature, and often from the circumstances of the prisoners being in association in a throng, and from being so much mixed up while at work with the free workmen employed on the new Gaol. The general conduct and industry of the majority of the prisoners is greatly influenced by the Regulations which have been sanctioned, allowing a remission of sentence to all convicts.
The Expenses have been kept as low as the requirements and efficiency of the Department would allow. The average cost per prisoner, including food, clothing, bedding, stores, keeping track of repairs and salaries to Officers was $246.70 per annum.
