REMARKS ON SQUATTING

No Squatting, in the sense in which it is understood in most other colonies, is adopted here, as the Land is unavailable for pasturage, and, except in very few places, for agriculture.

Parties having possession of Sands or houses previous to the Treaty, were allowed to retain them on payment of certain assessed Rentals now Collected by the Registrar General, and in cases where such Lands or Holdings are not Leased, the parties are considered as Tenants at Will.

On the completion of arrangements for Land for Imperial purposes in Kowloon, the Tenants in possession of Paddy fields and Land required for colonial purposes, will receive leases in compensation as the cases require; Sales by public Auction will then take place as in Hongkong. On Kowloon Butlers' Island the several parties in possession hold no title deeds from the Chinese Government, and are regarded as Squatters; they are to be dispossessed however on 1 March next, the Island having to be appropriated for a Penal Settlement.
