Common Gaol, consisting of three detached buildings surrounded by a stone wall. At the South East and South angles are two Towers occupied by Gaol Staff. Carey Residence and Office overlook the Gaol Compound on the south. A Room for Chapel with Turnkeys' quarters above stands on north side of Gaol compound.
Under the Staff Sergeant and the Gaoler immediately. The Gaol is visited by Justices of the Peace in rotation and occasionally the Chief Magistrate.
One Assistant Gaoler. Two Turnkeys. Two Male Warders. One Chinese Turnkey. One Female Turnkey. Female prisoners are attended by the Female Turnkey only.
8 Classes—viz: Felons under Sentence of Death—all other Felons—Misdemeanants—Prisoners committed for Trial for Felony—Debtors. Remanded prisoners—Approvers and Debtors. Part of compound used for working, part for airing.
14 Sleeping Cells which are used as Solitary Cells when required. 6 of these will contain 6 Prisoners each and 8 Cells with accommodation for 1 man each. None are below ground.
Luxoferm proper, viz., Rice, Beef, Bread, Vegetables. Chinese Prisoners receive 1 catty 10 cash per day. The $3/20 and soup 12 times a month each cost per head per week each. Food contracted for yearly and inspected by Gaoler. Medicines supplied from Govt Civil Hospital by direction of Colonial Surgeon. Clothing supplied when necessary.
No regulated supply. In winter blankets are issued to Prisoners. Clothing loaned when necessary.
Colored Prisoners, sentenced to Hard Labour, work from 6 a.m. till 5 p.m. with interval for breakfast. Europeans from 9 a.m. till 5 p.m. with intervals for meals. Hours of exercise for Europeans not sentenced to Hard Labour, from 9 a.m. till 1 p.m. Chinese or 2 hours daily.
Crushing Stone on the Roads, cleaning Prison, Breaking Stone within Prison—Also working Treadmill, &c.
All labor is on account of Government. Principally stone breaking for the Roads.
The classification directed by the Colonial Act is carried out as far as the increasing number of Prisoners and insufficient accommodation will permit.
Convicted prisoners may be visited once in three months, or oftener at discretion of the Gaoler, or be supplied with these articles, after inspection by him.
