The approaches to the Gaoler's house steps formed the subject of Report and Estimate No. 12 of 1856 and is dated 1st October in that year; these steps were in hand on the 11th December and I believe were completely finished before the end of the month.

With regard to the Colonial Surgeon, which rests on the state of the sewerage, I beg to observe that, although much remained to be done at the end of last year, [it was] found that much had been done during the year. Reference to my Report for the Blue Book will show that the sum expended in Sewers and Drains during the year 1856 amounted to £1832 3s 1d and that a sum of £39 11s 5d only was required to make contingent repairs, proving satisfactorily that such Sewers and drains as were constructed were effective.

In the year 1857 I find that no fewer than 192 Town Lots were sold containing an average of £41 1s 5d and most of these were quickly covered with buildings; this circumstance led to a greater demand for new Sewers and drains than could be constructed simultaneously and some neighbourhoods must of necessity have remained without drainage for some little time, but on my taking charge of the Department and strictly enforcing the provisions of the Nuisance Ordinance and constructing drains where absolutely necessary the city very quickly improved in a sanitary point of view and at the time at which I write I may safely say that it is now in a most satisfactory state. The outskirts still require much attention in the way of subsidiary drainage and of tanks probably. On this latter subject I would have already reported specially and I shall hope to hear that the Surveyor-General on his return to the Colony…
