It must be observed that I have had no European Overseer or Clerk of Works, and am accordingly compelled to trust sometimes to contractors, sometimes to the Department Coolies, and it is absolutely impossible for me to superintend the actual work performed in detail in the several works I have had to execute during the year, and at the same time carry on the work of the office; however, for the last year I have derived a vast amount of assistance from Captain Cooper, R.E., in the preparation of plans and estimates submitted, both for the erection of new works, or in execution of the various plans and duties connected with the numerous sales of land. These duties, and others of a difficult and arduous nature, are still existing and demand constant exertion; the increase to the City entails the addition of new works in the formation of Roads and Streets and Drainage. Of the former, several new Roads have been made in Victoria.
