General — we estimate that in private "Native Schools" about two hundred and fifty children are under instruction. The number of blind children of blind parents within the Colony is eight thousand eight hundred and sixty-eight, and the amount spent by Government in education during the year 1847 was £124.7.11 Sterling.

The average attendance at the Government schools was one hundred and twelve. The Victoria school had thirteen more than its complement; the Mong Kok school two less, and the others situated in the outlying villages many less. The payment of the schoolmaster fluctuates with the number of his scholars; so long as this remains below thirty, above that number the master has no interest in the increase of pupils.

The Mong Kok schoolhouse is the only one which is at all suited for the purpose; the rest are hired rooms, miry and dirty to behold, and painfully unpleasant to visit.

English is taught in two schools by two Chinese lads, whose meagre remuneration is five pounds a year. The subjects of instruction are similar to those mentioned in our last report.

Under the present aspect of affairs, education in Hong Kong, provided by Government, may be summarised at once. The present state shows how neither good school buildings, suitable Masters, nor suitable accommodation exist. As the Government has expressed no intention of originating an efficient scheme, and providing the requisite funds, it does not lie within our province to do more than report upon what now exists; and for the improvement of this...
