By the means by which adopted climates are disarmed of their hurtful effects. It is curious to observe how nicely our wants and refinements are imperceptibly ruled by chemical and physiological laws. By the productions of social requirements the atmospherical constituents are altered, and the land either ceases to eliminate its miasmata, or they are neutralized by its nutritive products. The island of Hongkong affords no end of the direct and remoter benefits of agriculture; get there seems every reason to believe that the great advancement in house-building, draining, planting, and road-making, which has been made within ten years, has in a great degree promoted the sanatory improvement which the vital statistics of the last two years indicate.

Notwithstanding that great improvements have been made, not less by the public spirit and enterprise of the residents than by Government itself, some circumstances appear to have been overlooked or improperly provided for. The evil of a scarcity of water in the midst of abundance still continues in this Colony. There are many beautiful streams above its level which might easily be diverted into the most attainable positions of the two extremities and centre of the town.

The drains would be constantly washed by the waste of central fountains thus obtained, and the facilities of obtaining water they would afford, without labor and expense, would induce more cleanliness in the habits of the people. The accumulation of foul sediment in the open drains abutting on the closely congregated houses in the Tai-ping shan shows how sparingly water is used.

The central market also, whence the supplies of the European come, remains without any essential improvement. It is crowded to excess; it is ill-ventilated, ill-drained, seldom cleaned and most inconvenient.
